Loopholes in Scotland’s proposed ‘Alcohol Bill’

So as we all knew, it seems that the Alcohol Bill in its current form is flawed. BBC has published an article today demonstrating that alcohol retailers will be able under proposed legislation to use loopholes to still heavily discount alcohol in online sales so long as the alcohol is shipped from south of the border.

Is it really feasible for the Scottish Executive to successfully implement and police sales of alcohol in the manner they are intending? I think not.
